Added ability to set a Default Layer other than `Mapbox Streets`

Update Mapbox and OSM tile layers

* By defining an environment variable
  * `OSRM_DEFAULT_LAYER`

The Mapbox, openstreetmap.de and Geofabrik tile layers no longer
work. Updating them to working alternatives.
In particular, for Mapbox I followed the migration guide:

This works around an issue in tyrasd/jxon by repairing the invalid XML name
space declarations in the GPX data and should thus yield usable GPX files
in IE11, too.

Previously, waypoint parsing from links only worked iff more than one
`loc' was given in the link because qs parses several locs to an array
but only one loc to a string. Therefore we check if `q.loc' is an array
or a string and adapt the waypoint parsing accordingly.

Change the routing backend server from the official server to the local instance to match the quick starter guide (https://github.com/Project-OSRM/osrm-backend#using-docker). This was accidentally (?) changed in this commit (a9b7e538) without given reason.
